Bio

Aakash Guglani is a public policy expert specializing in digital governance, AI policy, and international technology cooperation. As Senior Policy Manager at Digital India Foundation, he leads policy initiatives focused on Digital Public Infrastructure, AI governance, and global partnerships. He has engaged Fortune 500 CXOs, multilateral organizations, venture capital funds, and government leaders, translating strategic dialogues into actionable policies. He also serves as a Non-Resident Fellow at the India Israel Centre.

His speaking engagements showcase his expertise across global platforms, including a keynote speech at the BRICS AI Journey and AI Alliance Network in the presence of the President of the Russian Federation, Vladimir Putin, and the International Federation of Library Associations and Institutions (IFLA) at The Hague. He was invited to speak on China-India Collaboration on Artificial Intelligence under the New Geoeconomics by CICC Global Institute, China International Capital Corporation Limited in Beijing. He has served as moderator and speaker at the RAID Technology Conference organized by Cavendish Group UK, spoken at the Rethinking Harmony in Asia conference, and participated as a Young Emerging Leader in the India-EU Young Leaders Exchange. Notable appearances include speaking roles at the Hindu-ORF Policy Enclave, Public Policy Dialogues at ISB, ICFAI Business School, and his representation of India in a 16-member QUADMIN delegation in Melbourne. A key highlight is his appearance on the Linux Foundation's podcast, "The Untold Stories of Open Source," where he discussed India's DPI, including Aadhaar, UPI, and ONDC, and the role of open-source communities in driving digital innovation.

Alongside his policy work and speaking engagements, Guglani maintains a strong academic presence at Ashoka University as a co-instructor. His scholarly contributions include publications in India's World Magazine, LiveMint, Pioneer, Economic Times, Valdai Club, Sputnik International, Observer Research Foundation, The Print, and The Palgrave Handbook of Malicious Use of AI. His chapter "The Use of Technology in Indian Elections with a Special Emphasis on Use of Artificial Intelligence" appears in the book PROMISE-PROMoting AI's safe usage for Elections, published by Springer Nature.

With an MA from Ashoka University and a Bachelor's in Management Studies from the University of Delhi, Guglani combines his academic background with practical expertise to shape the discourse on digital governance and AI regulation in India and globally.
